Low-VOC Is Not No-VOC: Reading Paint and Flooring Labels

In April 2023 I was in a split-level in suburban Columbus where the owners had just finished repainting the interior — four bedrooms, living areas, all in a single week while the house was occupied. They had chosen a national brand labeled “Zero VOC” on the front of the can and had let the painters proceed without additional ventilation beyond opening two windows. What VOC labels actually mean

Volatile organic compounds are carbon-based chemicals that evaporate at room temperature and contribute to indoor air quality concerns. In paints, the main VOC sources are solvents in the vehicle — the liquid part of the paint — and in tinting colorants added at the store. Federal regulations (EPA’s National Volatile Organic Compound Emission Standards for Architectural Coatings) set VOC limits for various coating categories in grams per liter. “Low-VOC” typically means the product meets or falls below these regulatory limits, which for flat interior paints is 50 g/L. “Zero VOC” under most voluntary standards means the base product — before tinting — has fewer than 5 g/L VOC.

The critical detail is the colorant. Most zero-VOC base paints are tinted with colorants that contain conventional solvents. A medium or deep base tinted to a dark color can add 20 to 150 g/L of VOC from the colorant alone, depending on the brand and color depth. The label remains “Zero VOC” because labeling applies to the untinted base, not the mixed product. The Consumer Product Safety Commission does not require disclosure of colorant-added VOC content on consumer paint labels.

How to actually get low off-gassing from paint

The practical strategies, in order of effectiveness:

  • Choose a zero-VOC base and specify zero-VOC colorants. Several manufacturers make zero-VOC tinting systems where the colorants themselves have no or very low VOC content. Ask specifically; this is not usually labeled on the front. AFM Safecoat, Benjamin Moore Natura, and Sherwin-Williams Harmony are examples where the full tinting system has been formulated to stay near zero. Expect to pay $60 to $90 per gallon at full retail for these products versus $30 to $55 for standard low-VOC paint.
  • Choose lighter colors. Darker tints require more colorant, which means more potential VOC from the colorant system even in a zero-VOC program. A light gray or white requires a fraction of the colorant of a deep navy or forest green.
  • Ventilate continuously during and after application. Even genuinely low-VOC paints off-gas during the curing phase, which takes 3 to 7 days for most latex products to reach 80 to 90 percent cure. Cross-ventilating the space at 6 to 10 air changes per hour during application and for 48 hours afterward removes the off-gassed chemicals before they accumulate. Run bathroom fans and open windows on opposite sides of the house.
  • Test the room before reoccupation. A consumer-grade air quality monitor with a VOC sensor (most measure TVOC) costs $50 to $150 and gives a real-time reading. If TVOC reads above 500 ppb 24 hours after painting is complete, continue ventilating before occupying the room.

Flooring labels: the different problem

For flooring, FloorScore and GREENGUARD Gold are the two most common third-party certifications. GREENGUARD Gold uses stricter concentration limits intended for sensitive environments. What these certifications do not cover: adhesives. The flooring may be certified but the adhesive may not be, and solvent-based floor adhesives can dominate a new installation’s VOC profile for weeks. Specify water-based adhesive or mechanical attachment, and verify the product the installer intends to use.
